Assessing Work Ability as an Alternative to the Medical Disability Grade in Korea

Abstract
The purpose of this study is to present a Korean assessing model of work ability as an alternative to the medical disability grade that will be repealed in the field of income and employment support in 2022. First of all, the general structure of disability evaluation and the practical approaches emerged in the history of the welfare state-the impairment approach, functional limitation approach, and disability approach-were examined. In particular, the structured assessment, demonstrated assessment, and expert assessment of work ability were reviewed as three types of disability approaches based on the interaction concept of ICF. Considering these reviews and the Korean situation, the study presented several principles of work ability assessment in Korea; the integrated application to income guarantee and employment services; comprehensive use of medical, functional, and environmental information; introduction of expert assessment as an evaluation method. And the Korean assessing model of work ability was proposed as an collaborative two-stage model consisting of the medical assessment of the National Pension Service (NPS), and the occupational disability assessment of the Korean Employment Agency for Persons with Disabilities (KEAD). In addition, policy proposals necessary for the introduction of work ability assessment were presented.
